罗教授于1991年获得美国凯斯西储大学医学工程博士和2011年获得南京中医药大学中医内科博士,大学攻读理学院电子物理,硕士分别毕业于台湾大学电机工程和美国约翰霍普金斯大学医学工程,2013年取得国内中医师执照,熟悉理工医的交叉研究。研究领域以医用仪器、科技辅具、感测芯片、生医信号处理、箝入式系统、细胞模型、脉象仪与脉波影像分析、康复医学、中医内科、整体精准医学为主,超过110SCI期刊论文发表。在成功大学于2005年授予特聘教授和2011年主持前瞻医用系统中心(二级中心)20142月借调到高雄中山大学创立医学科技研究所和主持科技医学中心(一级中心)20158月任命理学院副院长,20172月为广州中山大学数据科学与计算机学院讲席教授、中山大学附属第一医院特聘教授、美国哈佛大学医学院动态生物指标中心合聘教授。从2009年至今,担任7场国内外研讨会或竞赛的大会主席、国外SCI期刊编辑委员、康复相关协会的常务理事和中国中医诊断学会副会长。2011获得成功大学产学绩优奖,各种竞赛大奖,重要研讨会最佳论文奖。辅导厂商穿戴式品牌行销国际,专利和著作不少,尿液芯片产品于2014参与美国X-Prize一千万美金竞赛,201612月宣布进入全球前2名瓜分900万美元奖金,将于2017412日宣布最终名次。在心脏医学小有国际名气,因为在19911994发表心脏细胞模型,至今(Aug. 2016) SCI引用分别超过1342次和1524次。在20172月更完成血管内皮细胞模型,正在撰写期刊论文送审,有可能成为世界第一个通用的血管内皮细胞模型用于基础与临床研究,最近又委托开启肾脏细胞模型的建构。由于中医脉诊仪的突破,成为全世界首先以三维脉波图谱解读中医典籍记载的脉象,藉由临床实验发现中医脉诊是千古至今唯一可以非侵入诊断全身身体状况,实现整体医学可量测和临床实用的梦想,顺利接轨传统中医,使得传统不再传统,赋予现代医学新生命。在20166月连续接受三篇脉象研究于国际电机电子和整合医学期刊,从20122016总共发表11篇中医脉象期刊,渐渐打开脉象国际知名度。目前主要筹建脉象细胞大团队、成立智能健康医学研究所和整体精准医学会(holistoprecision medicine society, HMS),建构细胞模型大数据库和脉象大数据库,推动生命计算于基础与临床医学和药物开发,更以脉象为主的整体诊断推动整体精准医学(创新整体精准医学holistoprecision medicine名词),以发扬中国医学。组织各学科专家,进行交叉整合研究,提升计算数学、生医工程、医学等学科的国际学术知名度和加强医疗器材产学合作。
